"Hardly worthy companions." It's rarely that Neuvillette says anything that can be construed as judgemental outside the court itself, but he does have some few times he will break that silence. It's easier here, where his only responsibility to people is that some of them have chosen to look to him for advice and support, rather than the full weight of Fontaine's legal code on his shoulders.

(The him before that weight wouldn't have associated with humans so willingly. In some ways, this is his only chance to really interact with humans on a relatively equal footing.)

Rather than answering Casper directly, Neuvillette glances away. He says, "Even if the situation is different... I know that there were once others of my kind. That there still are some few dragons, who either were or would be Sovereigns like myself, if not for the interference of the heavens. The last true Sovereign, in Natlan, died only a thousand years ago. The Dendro dragon persists despite the loss of its authority - the eldest being in Teyvat, despite what history would have you believe about the Geo Archon."

He glances back at Casper, and says, "They too cast long shadows. And though there are some number of other dragons who have made accords with the Seven, there are no others who take a human shape, nor who have chosen to live among them. In some ways, despite the name graven upon my being, I cannot help but think that were I to meet another of my kind, it is I who would be facing judgement."

For the shape he has. For the path he's chosen. For casting his judgement upon the heavens, and his forgiveness upon the earth.

"Stepping out of such shadows... I cannot blame you for your difficulties when I face the same in another shape." Perhaps the part of him that would bring the most judgement from his kin is not the shape he wears, but his infalliable, human-like heart. "All I can do is promise you that there is a light outside of it."
